Kathmandu . Genji Movement leader Ravi KiranHamal has said that the country will not find a way out unless there is radical reform and restructuringof the major structures of the state .
Hamal said that structural reforms are inevitable in the form of governance , electoral system , judiciary, universities , diplomatic institutions , securityagencies , and personnel administration .
Stating that they have been continuously raising the issue of restructuring these important structures of the state since the Genji Movement, he opined thatthe country cannot be moved forward by simplychanging the existing system .
He commented that the then state machinery hadcompletely collapsed on Bhadra 24 , 2082, and saidthat a situation had arisen where everyone from the President to the security personnel had to surrender.
He said that attempts were made to move forwardby reviving the state system, which was rotten andweak from within , based on the belief that only the mid-term elections held on Falgun 21 would providea solution to the political and governance crisis .
” An attempt was made to bring this far bycircumventing a system that is already broken and rotten from within . How long will it continue toprogress ?” Hamal asked .
He has also urged all parties to be serious about the future of the country and the direction of stategovernance .
Hamal’s statement has brought back to the surfacethe debate that a change of government through elections is not enough , but that comprehensivereforms are needed in the structure , working style , and governance of the state’s basic institutions .
